The rapid evolution of 21st-century education has transformed higher education, compelling institutions to shift from traditional pedagogical models toward adaptive and student-centered approaches. In response to technological advancement, globalization, and diverse learner needs, personalized learning has emerged as a key strategy for enhancing academic engagement, learner autonomy, and institutional innovation. Existing literature highlights its positive influence on academic achievement, motivation, and critical thinking; however, limited empirical research has examined its transformative role within higher education, particularly in developing academic contexts. This study aimed to: (1) examine the role of personalized learning in shaping the 21st-century educational environment in higher educational institutions; (2) explore faculty and student perceptions regarding transformative educational needs; and (3) determine the relationship between personalized learning practices and educational effectiveness. A quantitative survey research design was employed. Data were collected from faculty members and students of public and private higher educational institutions using a structured five-point Likert scale questionnaire. Through stratified random sampling, 420 participants were selected to ensure representation across academic disciplines. Data were analyzed using descriptive and inferential statistics through SPSS. Descriptive measures included frequencies, percentages, means, and standard deviations, while inferential analyses involved Pearson correlation, independent sample t-test, one-way ANOVA, and multiple regression analysis. The findings revealed a significant positive relationship between personalized learning and educational effectiveness (r = .71, p < .001). Regression analysis further indicated that personalized learning significantly predicted transformative educational outcomes (β = .64, p < .001), contributing substantially to academic engagement and institutional adaptability. The study found that personalized learning positively influences learner motivation, critical thinking, academic flexibility, and collaborative engagement. Participants also emphasized the importance of technology-integrated instruction and learner-centered pedagogies in addressing emerging educational demands. Additionally, institutional readiness, digital infrastructure, and faculty training were identified as essential factors for successful implementation. The study concludes that personalized learning is a strategic mechanism for promoting educational transformation, institutional sustainability, and learner empowerment in modern higher education. It is recommended that higher educational institutions establish comprehensive policies and professional development frameworks to effectively integrate personalized learning into curriculum design, digital learning environments, and instructional practices.
