Abstract

In recent times, digital transformation is being increasingly regarded as strategic tool to enhance public service delivery in health, education and governance sectors of these developing contexts. In Pakistan, various initiatives have been driven in Sindh to strengthen administrative efficiency including electronic reporting, ICT-enabled education service delivery, and online good governance systems. Nevertheless, the implementation is inconsistent across institutions or localities, restrained by operational, organizational and institutional obstacles. These gaps have some key implications for the performance of the public sector. Digital transformation that is fragmented or half-hearted can mean wasting resources, poorer quality services, and losing the trust of the public. Limited infrastructure, low digital literacy, and weak inclusion strategies could also push the groups further behind, increase the digital divide and inhibit access to essential services. The work presented in this study is an evaluation of the impact of digital transformation initiatives in Sindh while studying the limiting factors that have an inherent impact on transformation efforts performance and sustainability. A mixed-method integrative design was used, integrating qualitative and quantitative evidence from multiple empirical studies. Qualitative results comprised thematic analysis of interviews, focus group discussions, and stakeholder observations. Pairs of quantitative data were analyzed with descriptive statistics (mean and standard deviation) and inferential tests (paired-sample t-test and independent-sample t-test) in SPSS. They show quantifiable gains in service delivery: administrative ratio ore braded by around 30 to 40 percent, and health reports by about 50 percent. ICT integration was found to correlate with better science scores in education (10% improvement within one year and 23% after two years). Number of users increased to 75% from 40%. However, around 60% of the respondents identified faulty infrastructure and push-back towards technology shift as constant challenges. Strengthened infrastructure, targeted capacity building and enhanced systems interoperability are recommended to ensure the environmentally sustain inclusive digital governance.
