Procurement has increasingly turned into a more strategic enabler of organizational effectiveness and resilience, as well as sustainable value-generation; however, the procurement is still burdened with a range of multidimensional global and country-specific issues. This paper critically evaluates high-profile international procurement issues, that is, supply-chain disruptions, digital transformation barriers, increasing pressure on ESG compliance, cost instability, complexity of vendor relationships, and chronic talent shortages, but also throws light on structural and institutional limitations in Pakistan. These Pakistani deterrents are weak enforcement of regulations, high corruption and fraud risks, low technology use, infrastructural and logistical bottlenecks, and market specific constraints that are dominated by small and medium enterprise ecosystems. Based on this rigorous analysis, the proposed study will offer a list of combined interventions that will include supplier-diversification, effective digital procurement systems, strengthened governance and compliance framework, advanced cost-management practices, improved vendor-relationship management, and focused procurement-talent development programs. Moreover, the article describes an abstract design of a modern procurement ecosystem that predicts the symbiotic roles of technology, regulatory adherence, human resources, supply-chain stability, supplier partnership, and SME involvement. The research contributes to the scholarship of procurement and supply-chain by providing a solution-oriented and policy-relevant viewpoint as well as providing practical insights that can be applied by organizations and policymakers who are keen on achieving transparent, resilient, and sustainable procurement systems in a more volatile global environment.
