Abstract

The concept of state sovereignty, traditionally defined by the Westphalian principles of territorial integrity and non-interference, faces unprecedented challenges in the contemporary globalized era. Cross-border flows of capital, information, people, and pollutants consistently transcend political boundaries, creating complex problems that no single state can manage alone. This paper argues that the classic model of absolute sovereignty is increasingly inadequate as both a descriptor of political reality and a guide for effective governance. A fundamental recalibration is necessary, one that recognizes the emergence of layered, networked, and contested forms of authority beyond the state. This comprehensive examination explores the tension between the enduring legal norm of sovereignty and the practical demands of global interdependence. It investigates how globalization has not simply eroded sovereignty but has prompted its re-articulation through complex international regimes, institutions, and transnational networks. The analysis concludes that effective 21st-century governance requires a sophisticated understanding of sovereignty as pooled, shared, and deliberately limited in specific domains to achieve collective goals ranging from financial stability and public health security to environmental protection and human rights enforcement. This transformation represents not the end of sovereignty but its evolution into more complex and adaptable forms suitable for an interconnected world.
